Lunch with the League Welcomes Lisa Harris, League of Women Voters Lake Michigan Region, to talk about environmental issues related to the Lake Michigan region. LWV Lake Michigan Region is an Inter-League Organization, made up of 48 local Leagues of Women Voters within the Lake Michigan watershed and regional planning areas, along with the four state Leagues. It is an integral part of and operates under the Natural Resources position of the League of Women Voters of the United States. Lunch with the League - SBPD Chief Scott Ruszkowski. Policing our Community

At the April 14 Lunch with the League, South Bend Police Chief Scott Ruszkowski will speak about South Bend Police Department policing priorities and their impact on the community. He will be covering many topics including the issue of heroin use in our community.

A US Navy Veteran and native of South Bend, Chief Ruszkowski joined SBPD in 1988. His brother, father, and grandfather were South Bend Police officers as well. He became the 62nd Police Chief of SBPD on October 1, 2015.

Lunch with the League - LWV Indiana Education Study. K-12 Indiana Public Education: Impact of High Stakes Testing & Vouchers. Local Leagues in Indiana are currently studying state- and nationally-mandated standardized testing of public school pupils + its cost, uses, and effects. The study is guided by the LWV Indiana Education Study Committee, which has provided study materials and also summarized results of interviews with educators. Leagues will consider and respond to a set of concurrence questions and report results to the LWV Indiana Education Study Committee before February 14, 2017.

At the December Lunch with the League, members Aladean DeRose and Anne Montgomery, who serve on the LWV Indiana Education Study Committee, will present the results of the Committee's local and statewide findings and lead an initial discussion of the League's concurrence questions about high stakes K-12 testing -- purposes, ideal frequency, the test -selecting body, acceptable time and dollar expenditures, as well as the current status of vouchers in Indiana. Further discussion on the concurrence questions will take place the evening of January 10 (details later).

Celebrating Michiana Women Leaders Exhibit. Building on the enthusiasm for the SB150 Celebrating South Bend Women event held in 2015, the Michiana Women Leaders Project and the League of Women Voters of the South Bend Area are partnering to create the 2016 Celebrating Michiana Women Leaders exhibit.

The event will highlight the contributions of women to our area and will be held on Women's Equality Day, August 26, 2016, hosted by the Civil Rights Heritage Center. Plans call for the event to become an annual celebration. More info on this early evening event soon.

How Gun Violence Affects Us All: 44 Years as a Survivor - Stephen Miller. Sharing the personal stories of his brother's murder and nephew's suicide, both by firearms, Stephen Miller will speak about the changing laws and culture that have led to 92 deaths a day, 140,000 injuries each year and regular mass shootings. Miller is a Survivor Fellow with Everytown for Gun Safety, a national organization that works to end gun violence and build safer communities. He will discuss legislative solutions that he says are supported by 90% of Americans but ignored by Congress. Miller will also report on the progress made by Everytown for Gun Safety and Moms Demand Action in many states, as well as what is happening in Indiana.

Stephen Miller and his wife Joellen are both Survivor Fellows with Everytown for Gun Safety, both having lost family members to gun violence. After the Sandy Hook massacre that took the lives of 20 children and 6 of their teachers, they joined Mayors Against Illegal Guns that later became Everytown which joined forces with Moms Demand Action creating a movement of now over 3 million active members. They both teach music at Notre Dame and to private students.

ALL - IN Block Party. The League will join Neighborhood Resources Connection (NRC) and several other community organizations in celebration of the Indiana Bicentennial.

Participants will complete challenges developed by participating organizations at stations located on the campuses of the History Museum, the Civil Rights Heritage Center, and the Notre Dame Center for Artus and Culture.

With approximately 24 challenges expected, the event will be diverse and fun.Thanks to League member Diana Hess of NRC for inviting the League to participate and to Elizabeth Bennion for chairing the League's challenge.

Elizabeth (Eli) Williams was born and raised in South Bend, Indiana. She graduated Phi Beta Kappa from Smith College, where she majored in the Study of Women and Gender.

Eli became the Executive Director of The LGBTQ Center in October, 2015. She is also writing a book about the lesbian history of South Bend from 1974-present.

The award is open to women and men at least 18 years of age residing in the League's membership area, which cludes St. Joseph and Marshall Counties.

The LWVIN statewide council meeting will be held on Saturday, April 9 at the Prindle Institute at DePauw University in Greencastle. All members are welcome to this daylong gathering! Officially, each local LWV can send the president (or an alternate) along with two delegates who will have voting privileges, but LWV Indiana welcomes participation from all members. At Council we will elect new officers, approve the 2016-17 budget,and seek feedback on LWVIN program. Featured training includes a session with Lisa Marchal, Senior Global Grassroots Advocacy Associate with RESULTS. Leaguers will learn how to craft an effective advocacy story, build legislative relationships,and get the most out of the media. We'll also review the Indiana General Assembly website and its bill tracking capabilities.

LUNCH WITH THE LEAGUE. Redistricting reform advocate Sam Harnish will speak about legislative apportionment, redistricting and partisan gerrymandering + and how Indiana has the opportunity to change current laws that enable legislatures to pick their voters, a practice that reduces competition and discourages voting. During 2016, a Special Interim Study Committee on Redistricting comprised of legislators and private citizens is studying the redistricting process. The committee will evaluate the potential benefits, consequences, costs and issues that would need to be addressed for a change in the method for establishing Indiana General Assembly and United States Congress election districts. Currently involved with the Indiana Coalition for Independent Redistricting, Sam Harnish has been interested in politics ever since he handed out literature for Kennedy-Johnson on the streets of his hometown of Clarion, Pennsylvania. Harnish is a Marine Corps veteran and holds graduate degrees in finance (Northwestern University) and creative writing (Roosevelt University).

LUNCH WITH THE LEAGUE. Gabrielle Robinson, author of Better Homes of South Bend: An American Story of Courage, will join us. Better Homes of South Bend is the story of a group of African American Studebaker workers who worked together to break through the barriers of segregation and build homes away from the factories where they worked. Gabrielle Robinson is a retired English professor and author of several books on local history as well as a memoir. She was awarded Indiana's highest honor, Sagamore of the Wabash. Gabrielle was born in Berlin and has worked at universities in both the United States and Europe.

Money in Politics Study Meeting. Consensus Meeting will be held in January, with local report due by February 1. Please check back for time and location.

This study will update of the League's position on campaign finance for the purpose of addressing the lack of member understanding and agreement as to whether financing a political campaign is protected speech under the First Amendment.

The campaign finance position will be updated through a study and consensus process to consider: (1) the rights of individuals and organizations, under the First Amendment, to express their political views through independent expenditures and the finance of election campaign activities; and (2) how those rights, if any, should be protected and reconciled with the interests set out in the current position.

LUNCH WITH THE LEAGUE. "The Meaning of Civil Rights in the 21st Century" Dr. Heller will speak about the history of the Indiana University South Bend Civil Rights Heritage Center, its future, and Heller's vision to make the Center a vibrant community asset.

Darryl Heller earned his Ph.D. in History from the University of Chicago and prior to completing his graduate studies, he worked for almost twenty years in the fields of human service, community development, and nonprofit management. He was the co-founder of the Amistad Institute, a New York based nonprofit organization committed to designing and implementing educational programs for inner-city communities. Before coming to Indiana University South Bend, Heller taught at the University of Illinois at Chicago, where he was a visiting lecturer.

Indiana Education Position Statement Concurrence Meeting. At this meeting, LWV South Bend will participate in the 2015 portion of the LWV Indiana Education Study by discussing whether it will concur with this single position statement:

League of Women Voters of Indiana supports a free, publicly-funded, non-sectarian system of schools serving all the state's children from pre-school through 12th grade.

In 2016, there will be a consensus study, with reporting at the start of 2017.

LUNCH WITH THE LEAGUE. Dr. Ron Barker will be speaking about our environment with his talk, "Climate Change - Is It Really a Threat, and if so, What Should We Do?" A second speaker, Dr. Phil Sakimoto, from Notre Dame University, may be joining us as well.

Dr. Barker was an optometrist for 38 years, retiring in 2012. When he retired he was invited to certify as a presenter for the Climate Reality Project, a global effort headed by Al Gore to disseminate accurate and up-to-date information about our climate.

With growing scientific evidence of global changes, Dr. Barker believes there needs to be a greater public appreciation of the scientific knowledge now available. He states he gives talks to reduce misunderstanding of the issue and build public support for appropriate responses.

Action Alert - Public hearing on the abortion-related ordinance. A public hearing on the abortion-related ordinance is scheduled for the county council's next meeting on March 10

The St. Joseph County Council is considering a bill (69-14) which would require an abortion provider to have admitting privileges at a local hospital. If passed, this bill will almost certainly shut done our area's sole abortion clinic.

The League has and will continue to speak out against this bill, relying on the League's position that public policy ... must affirm the constitutional right of privacy of the individual to make reproductive choices and arguing that the bill is not about patient safety but about stopping abortions in St. Joseph County.

I ask you to participate in these efforts in the following ways:

1. Please plan to attend the March 10 County Council meeting (4th floor County-City Building, 7:00pm). Whether or not the bill will come to a vote that evening is not yet known. Regardless, there should be opportunity at the end of the meeting to speak in opposition. Please plan to attend and make your personal statement -- even if your voice shakes (like mine).

The League of Women Voters Lake Michigan Region is holding its annual meeting October 3 -5, 2014, in Traverse City Michigan. CFED Meeting to Focus on South Bend's Budget Process. In May of 2013, the Community Forum sponsored a public meeting that addressed the question, "HOW DOES THE CITY OF SOUTH BEND DECIDE WHERE TO SPEND OUR MONEY?"

On Tuesday, September 16, 2014, at 7 PM we will resume the discussion at the LaSalle Branch Library (3232 W Ardmore Drive, SB), a meeting sponsored by the Community Forum for Economic Development.The discussion will be led by Deputy Mayor Mark Neal and City Controller John Murphy and the team from the City Administration of South Bend.

We will also be joined by Valerie Schey, the current chair of the SB Common Council's Committee on Personnel & Finance. We have asked that the discussion focus on how neighborhood needs and budget priorities are determined and how budget proposals address important issues such as: ● the reduction of vacant and abandoned properties,● neighborhood curb and sidewalk repair,● implementation of the MBE/WBE Diversity Utilization Program.

As we learn how each year's budget is determined, we anticipate hearing answers to the question: "How can South Bend's community members have a greater voice in how our budget meets our needs?" We invite you to join this discussion!

We have been asked by the Indiana League of Women Voters (LWVIN) to consider a request that the state Leagues concur with Lake Michigan League position related to the Great lakes ecosystem. In order for this to occur, members of local leagues need to read the position, discuss any questions or considerations, and reach concurrence.

For those members who may be new to the process of concurrence, we ask that you:

1. Read the "position statement"<files/Position.LWV-M Lake-Eco.2011.pdf> and discern any questions you may have with how it is written. It will need to be approved as written if our League is to give concurrence with the position.

2. Bring any questions to the Evening with the League meeting on February 16th, 5:30 at Sufficient Grounds Coffeehouse, 711 W. McKinley Avenue in Mishawaka.

Indiana Citizens Redistricting Commission Public Meeting. Will new maps for Congress and the State Legislature be good for voters, or the politicians? Let the Indiana Citizens Redistricting Commission know what you think.

The Indiana Citizens Redistricting Commission is a joint project of AARP Indiana, Common Cause/Indiana and the League of Women Voters of Indiana.

Composed of 11 members from across Indiana, the ICRC is diverse, inclusive and representative of voters in our state.

The ICRC will hold public meetings to examine the new congressional and state legislative maps proposed by the 2011 Indiana General Assembly and encourage a public dialogue on how well the new maps fulfill public interest criteria like compactness, preserving communities of interest, protecting minority voting rights and encouraging competitive races. Comments from the public meetings will be compiled and submitted to the legislature.

Maps drawn this year will impact elections in Indiana for the next 10 years. The new maps will determine in large part who gets elected and how accountable they will be to voters. The new maps will impact which issues get dealt with, and which issues get ignored. Redistricting has a huge impact on voters + but for too long our voices have been ignored. Come to the public meeting in your area and make your voice heard!

The event will provide information to low-income families on everyday actions that save energy, save money and mitigate climate change. Key elements of the event include:

  • Displays created by groups of area children showing ways families can save money by being good to the environment. Attendees will vote on the displays, and the winning group will be awarded a pizza party provided by Barnaby's Pizza of Mishawaka.

  • A free reusable tote bag provided to each of the first 100 families at the event.

  • A free compact fluorescent light bulb provided to each of the first 100 families at the event.

  • Showing of Oxfam International's DVD, Sisters on the Planet, which showcases inspirational stories of women around the world who are taking action to find solutions and make climate change action a reality.

  • A station where attendees can write notes to Senator Richard Lugar encouraging him to support climate change legislation.

  • A rain-barrel provided the St. Joseph County Soil and Water Conservation District will be on display and given away in a free drawing.

  • A worm composting display.

  • Special guest Javaughn Fernanders, South Bend artist and photographer, who will display her exhibit "Black and Green is Beautiful," a set of images created to dispel the common perception that African Americans have no interest in the environment.

  • Cookies and punch.

IU South Bend to Host Public Forum on the Special Election. South Bend, IN - The American Democracy Project is working with the IU South Bend Political Science Club to host a public forum on the proposed Regional Transportation District. Club members, committed to the ideal of political participation, were distressed by the lack of public information available about the upcoming special election on November 3rd. This forum will provide local citizens with an understanding of the history and wording of the referendum to create a regional transportation district, and present voters with arguments both for and against the proposed referendum.
